Maybe if they are mentally ill, they should be in an institution.....NO, no, no. There they have structured schedule, meals, a place to sleep and people to care for them. They need to be put out in society where they shit themselves, raid dumpsters and prey on citizens. (I worked in MH facilities for 22 years, in a position I could see what was happening).
