It should be built FIRST to stem the flood of illegals, then begin the process of rounding them up and deporting them. Also, if we make the penalty for employing an illegal alien high enough, employers will stop hiring them and they will self deport.

We'd need to patrol the border like Israel patrols her borders. I'm not saying that would necessarily be a problem, but we'd probably need citizen brigades, possibly deputized, to augment the current Border Patrol. Obviously, the BP would need better RoE to defend themselves and this country.
