That is EXACTLY the objective. They want immunity from arrest.

Thats not really it.

The leadership element sees things like this as an opportunity to increas their own power and wealth. Everything else is just collateral damage.

The rank and file really buy into the propaganda, and don’t realize the cyclical cause/effect feedback loop the actions they’re spurred to by their own leaders create. When the cops back off (see Baltimore), the criminal element takes advantage of the situation (inevitable and predictable, but not intended) and THEY become the collateral damage, they wonder wtf happened. All while the leadership element has moved on to another issue or even venue.
