Which would be a possible reason why she lit up a cigarette.

And it would also be a possible reason why he told her to get out of the car.

Yes, and yes.

But .. I’m still not sure his approach warranted his actions. To me, it looked like he escalated the issue; however, if he was aware of how impaired she was, then maybe he was justified, because a breathalyzer would have been possibly nullified by the cigarette (if he thought she may have been drinking too).
