More likely your scenario. I find it hard to believe she was smoking that much in a holding cell. That's usually not allowed, and all your items are taken from you before you're put in one. She could have had the stuff secreted on herself, but she should have been stripped frisk/searched by appropriate staff prior to being put in the cell. Most jails require that medical staff see new admissions within a specific period of time. Medical staff will ask about known medical conditions, prescribed medications, etc. Plus they'll check the person's body to make sure there are no injuries. This way the perp can't come back and say the staff did it to them when they were arrested/processed. I haven't seen any info that she was examined by medical personnel. If one isn't on duty, they usually have one, even a doctor on call 24 hours a day.

I read that there were discrepancies between the answers she gave on the form she filled out, and the answers entered into the system. If she claimed she'd attempted to commit suicide before, she should have been seen by medical staff to determine if she needed to be put on suicide watch. You always want to err on the side of caution with these things.

Of course not. Pot has a strong odor. They’d be smelling it on the other side of the building.

OTOH, pot does stay in the system for awhile because it’s fat soluble.
