My experience is that most H-1B’s couldn’t spell P.C, or program their way into much less out of a paper bag.
As far as needing details, psuedo code is the word I’d use.
But d*mn they’re cheap !
I have met a few skilled foreign nationals, but they are rare. As rare as skilled Amepikins.
