What is the specialty skill that the current workers, or the local labor pool, is not providing?

I find it odd that a technology innovator like Intel, who practically created the field of micro-computer chips, suddenly feels that third-world workers are going to bring more innovation than their current workforce has been proven to deliver for decades?

The "skills" of accepting low salaries and silently complying with poor management decisions.
