what can congress do?
1. impeach anyone in the executive and judicial branches
2. withhold all funding for any and all programs (ie: shutdown everything)

I'd suspect more like "If you are Muslim". Newly immigrated Blacks typically hate and want to have nothing to do with American Black (Hip-Hop) Culture, and can't be reliably counted as Democrat votes.
