Depends on wind. Most likely not. DEFINITELY not if high altitude air burst.
Convert 767s or 757s into carrying bunker busting bombs...they have the long-range and lift capacity to carry 4-5 of them each...use airline corridors to penetrate Iranian airspace...after disabling their power and communications grid with a few well placed cruise missiles...and electronic counter-measures to scramble their air defense...but they should do this before Iran gets the latest Russian missile defense installed.
