I like my solution better. Any settlements are paid out of the police pension fund.

Well...we’d bankrupt that fund fairly quickly. This would force the cop, his local boss, the city, and a bond agency to all participate in his behavior. My gut feeling is that once you assign some risk of behavior to a guy and his cost level goes up....he’ll get out of the cop business and go back to his main duty....mall cop.
