Shouldn’t he have to give up his gold medal? Other Olympians who were competing as the wrong sex forfeited? If he says he was always a woman, then he had no right to compete as a man.
Jenner holding the record would be no more wrong than Koch holding it. Like most women’s track records, Koch’s 400 m is considered “dirty” because of drug use.
