When you go look at DC revenue money being dished out as state-funded renovation projects for inner-city area....then you start to notice failures. Oddly, you end finding known felons who figured out the money angle...submitted paperwork....got projects funded....took the check....then quietly disappeared. Same deal....they institutionalize the game and streamline it.
