Mexico believes that the border states are Mexican territory stolen.....I don’t think it’s about getting rid of their misfits anyway.

The ones I've met are not misfits. I assume the examples you have sited where Mexico assists immigrants includes legal immigrants and the legal immigrants are not all misfits. I think Mexico believes Mexicans should have a right to come here and if we try to stop them we are being bigoted.
