DHS/ICE is partially correct. San Francisco county did ignore/deny their "detainer" request.

However:

1. DHS/ICE had the perp in their custody and then turned him over to SF with the full knowledge that SF would, as they always do, deny the detainer and release him to the streets.
2. DHS/ICE currently operates a tiered system of detainers, in which only illegals with PRIOR CONVICTIONS for felonies and more serious misdemeanors get detainers in the first place. IOW DHS/ICE itself is a big provider of amnesty under Obama's system of "Your first crime is free".
3. DHS operates a purposely failed border control system. There's a reason why even an idiot like this illegal murderer has no problem re-entering the country five times.
