Having said that, I think the parent should indeed be in the room. That’s my main issue off the top.

It seems to be a standard policy with many dentists that parents cannot accompany children. I assume the reasoning is that parents would be a distraction and/or simply be in the way, especially if it is a busy office.

OR that the parents would freak out when the blood came flowing out after the tooth removal.

Which is why they use physical restraints. Its far easier for the dentist.
