I see these as reptiles in the same ideological pond. ELF is indeed a better candidate than OWS. Though loathsome, ELF actually destroys stuff, plans its operations, etc. OWS eats donated pizzas.

If there is no power, that is true. When a hurricane is coming in my county of 300,000+, all stores and gas stations are empty in two days. No food trucks or gas trucks (or any other trucks) come back until there is power at gas stations. If there is no power at gas stations, the trucks will NEVER come back.
The first to die are patients at hospitals. Sure, they have a generator to last for a few days until there is no more fuel, IF the generators comes on at all. In my county, the big hospital's generator DID NOT come on and there was no one to fix it; the “fixers” were home with their families and couldn't be contacted. Severe patients were put in ambulances and taken 5 hours away to a hospital out of the hurricane area. No surgery could happen at that hospital with the generator out. Patients still there were in dark, hot rooms. Don't expect anything to work when power goes out, even generators.
One has to think in the abstract to put together what doesn't work when there is no power, and extrapolate that into what behavior the population will take due to those outages.

Yes, that is a state law and I belive all towns/cities comply. The reason I say that is, the people in charge have families, too, so they want utilities to work.
However, generators get flooded by water and quit; they don’t come on for whatever reason or start and then fail. Anything made by man can quit at any time, and it happens. In my county, hurriane water took out a generator of water utility. Another time, lightning hit a generator and it was gone.
Never trust your life to a utility company of any kind. Be ready to be your own utility company - trust yourself only.
