states don’t have rights. only delegated powers for governance. period.

Not even the Vaunted Texas will man up and do this. It is a good thought however.

The tenth amendment merely states that the federal government has the authority to take 100% of the States GDP and return 10% based on the state's good behavior, thus the term 10th amendment.
