Oh, I thought this was a new set of rules imposed by the EPA which is not a legislative body.
I did not realize the states were only now defying a 1990 law passed by Congress
This was a new set of rules. But the EPA has been handing down regulations to the Electric Power Industry for decades, not just this last set of rules. They were given power via legislation by congress. They have abused that power no doubt, but it is a mistake to think the only problem in this area lies in the EPA.
