Yes, he does have a surly look on his mug.
I would suspect it may have something to do with the fact that while Mr. Green may not have been the only perpetrator to lose his cell phone during the crime spree, he was the only one stupid enough to return to the scene of the crime to retrieve it, thereby enabling the police to easily apprehend him (and only him.)
To me...the expression on his face says: "Before today, I had no idea how stupid I was. But now, the whole world now knows I'm using alcohol-soaked dog feces for brains. I probably should be embarrassed about that, but I don't have the mental capacity to process a complex emotion such as embarrassment."
