The pepper wasn’t for seasoning food, the law enforcement source said. Pepper is often used by people on the run who are trying to throw off K9 units. Ralph “Bucky” Phillips, who escaped from the Erie County Correctional Facility in Alden, tried the same tactic when he was on the run in 2006.So, inquiring minds want to know - does that technique actually work?
