I stand corrected, but I think the House can pick whom ever they want to be speaker. The constitution states,
"The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment."
It is silent about whether the speaker has to be a member of the house.

He's got enough brain power to multi-task like that. Usually someone else is acting Speaker as it is. He would be a super-legislator in those two positions.
Maybe more powerful than the President.
