It really doesn't matter. Even if he is elected, Presidents sign bills that congress sends him.
He has no power to repeal Obamacare.
But the Insurance companies will make sure it never gets anywhere. They got to Roberts. They will just make sure Cruz never gets on the ticket via the GOPe.
