Decision means:

This means that individuals who get their health insurance through an exchange established by the federal government will be eligible for tax subsidies.

Harriet Miers was nominated for the seat that ultimately went to Alito, not to Roberts. So, yes, she could have been worse. Alito has been (generally) good.
