The usual crap "disparate impact" claim. I'll bet they are arrested at a rate exactly equal to the frequency of committing criminal acts. The relative measurement is meaningless distraction. The defect in the logic is that all groups are equally likely to commit criminal acts.

Why do black people commit more crimes than other races?

The article says exactly that: 40% of property crimes report Black suspects, Black suspects account for 40% of the arrests.

Of course it could also be that racist SanFran White crime victims and witnesses erroneously and disproportionately claim the suspects were Black.

This is going to be amusing to watch. If Blacks really do commit 40% of the crime, lowering the rate at which they are arrested to match their numbers as a % of population ( so dropping arrests from 40% to 5%, I think?) is going to have all sorts of consequences given the massive change to the arrest risk/reward calculations people make before committing a crime.
