Pennsylvanias high court says a man convicted of murdering a Philadelphia police officer cant be executed because he has an IQ of 74.
The state Supreme Court on Tuesday upheld a lower court ruling that Edward Braceys below-average intellectual functioning made him ineligible for the death penalty.
Bracey is serving a life sentence without possibility of parole in the 1991 murder of 21-year-old officer Daniel Boyle.
Boyles sister tells the Grand Forks Herald in North Dakota that the ruling was excruciating, unfair and not justice.
Kathleen Wrigley is the wife of North Dakota Lt. Gov. Drew Wrigley.
The Pennsylvania court voted 4-1 to uphold Judge M. Teresa Sarminas January 2014 ruling sparing the 52-year-old Bracey.
The U.S. Supreme Court has barred execution of anyone deemed mentally disabled by a state.

Remember, IQ is a QUOTIENT... a division problem, a fraction... and the denominator (the bottom number in the fraction) changes every day (it is your physical age). The numerator (the top number) is your "mental age" as found by these tests... and the accuracy is greatly affected by many factors (have you seen these questions before, exactly what should a 52 year old know, etc)... and this court is saying that we know this figure to a high degree of certainty, within less than one percent, even with all of those vague terms involved. Utter stupidity.

Using this logic then anyone with a “too stupid” IQ should be Institutionalized to protect the rest of us?
The GCT score is completely different from an IQ score. They don’t come close to matching. The Average GCT score for Marine Corps recruits is 75.

What time frame are you referencing. In 1968, the low in our platoon was 68, then a 75 and an 83. Quite a few over 100-110. One had a GCT of 156.
The same approximate correlation to IQ held true in 1972 while I was at OCS/TBS.

I looked quickly at the description of the crime. It looks like the perp did not wait around after the crime, but went into hiding. That indicates he understood what he had done was wrong. He is not too stupid, he realized his crime.
She better get over that ‘eye for an eye’ thing.
