Social engineering? Presumably that means the Chinese raiders were able to cadge valid credentials from system users through some variety of human-intelligence and phishing tactics. Once good user names and passwords were in hand, there was basically nothing to stop the intruders, because the interior of the OPM system is a time capsule back to Nineteen Seventy Something. It was revealed in testimony that theyre still running legacy systems more than 20 years old processing COBOL code....I don't fault COBOL use. Many of the biggest banks still run COBOL, and they are the absolute world's best in security. Even over governments.
Now, I *DO* fault the use of foreign nationals as contractors in Federal Contracts. I've seen it myself.

Same here. Denver has the Federal Center. Supposedly the largest federal employee count outside of DC. I’ve seen entire contracts from healthcare to forestry run entirely by H-1B contractors.
