My concern is that all the news outlets treat this as if it were a financial record breach, like the Target loss of credit card and debit card info.

However, it gives China the ability to:
A. manipulate individuals via blackmail and targeted threats
B. manipulate the entire government, through the ability to shut down the financial system through mass fraud

You are correct, the reporting has been minimal. The media is focused on police, race, politics, and not focused on the national security implications of this breach.

“I don’t buy that you can’t use encryption with Cobol. You can graft encryption onto pretty much anything.”

yes the encryption is on the storage not the programming language. you would probably likely decrypt any files prior to processing or im not sure but you could probably decode while processing as well. You can call java aps from cobol if you need somethink fancy.

“Now, I *DO* fault the use of foreign nationals as contractors in Federal Contracts. I’ve seen it myself. “

Same here. Denver has the Federal Center. Supposedly the largest federal employee count outside of DC. I’ve seen entire contracts from healthcare to forestry run entirely by H-1B contractors.

It was intentional.
