It's not so rare when you consider relative proportions of blacks and whites in the population.

According to the FBI stats, the number of black on white homicides last year was 409, vs. 189 white on black homicides (note that "white" includes Hispanics). On the surface this doesn't look so skewed, i.e. a little more than twice as many black on white murders vs. vice versa. However, "whites" (including Hispanics) are over 80% of the population, blacks are about 12%, a ratio of over 7 to 1. So effectively, you have about a 15-fold higher black on white murder rate than the reverse once you adjust for fractions.

That relative rate is even higher if you include other violent crimes like armed robbery, rape, assault, etc.
