Why?
Because not all states require two license plates - and South Carolina is one of them. In South Carolina, the plate is attached to the rear of the vehicle.
Does SC have numbers on their front plates? Our state does not. The front plate, if there is one, is usually some novelty plate. If SC does require a license number on both front and back then either the guy covered them up or the authorities are lying. That plate is in full view and they should be able to read the numbers.
