Sorry, you have it backwards. TPA is the enabling legislation, and is public. TPP is the prize sought after by Obama. I’m not the one saying this, by the way, that is what Senator Sessions says, and the ones who have seen the leaked parts.
If TPA is in effect, TPP will have to comply with its restrictions. If TPA is not in effect, no holds barred.
