Part of the problem in the U.S. is farmers switching over to corn for ethanol rather than more water-friendly crops like wheat and soy beans. Corn is a HUGE user of water.

Even lots of environmentalists are now against corn ethanol.

A lot of people forget that most of the agriculture west of about central Nebraska is dependent on irrigation, and a lot of that comes out of the aquifers, not from rivers.
