Pastor Corey Brooks, of the New Beginnings Church of Chicago, has invited all of the 2016 Republican presidential candidates to speak to his congregation. Pastor Brooks joins us now from our studios in Chicago. Thanks so much for being with us.

COREY BROOKS: Glad to be on your show.

SIMON: Pastor, why have you made this appeal to Republicans?

BROOKS: Well, for far too long, Democrats have taken advantage of our community and just always felt as if we're just going to be there for them without having to do the things that are necessary in our community. The Republican Party has overlooked this, simply because they thought that - out of tradition and out of culture

93%+ blacks vote democrat - no matter what.

And if Republicans can chip a few percentage points off that, it will be devastating for the Democrats.

There have to be, HAVE TO BE, black people who are looking for a better message. Because if there are not, well, then things are far worse than we’ve even thought.

I know several very nice black people. Lately, they do not say anything about Obama. I never bring it up. Cannot change their minds.....

There is increasing awareness in the black community that voting for Democrats has failed to achieve any positive result.

Accordingly, there is increasing openess in the black community to the Republican message.

Why not try?

The republicans have tried including the No Child Left Behind Act along with its famous "bigotry of low expectations" slogan or something like that. The department of Housing and Urban Development was started under Richard Nixon. Enterprise Zones as envisioned by Jack Kemp had some success, as well as, the Welfare Reform Act signed by Bill Clinton and passed by a republican congress. That had much much success, but you would never know it. Obama has singlehandedly dismantled the act saying it is unfair to blacks. I could go on and on and on and on and on.

The burden is not on me, but you. Every four years, the naïve and dull chant about the republicans making a push to attract blacks. "Oh golly, we just have to," they chant.

I work with many blacks. These are not riff raff. These are supposedly well educated, but I find them appallingly ignorant on basic things. Again, blacks are notorious for being conspiratorial and they believe anything they hear about their plight as a race being caused by whitey. We HAVE tried and it failed. Leave them alone. Even though many I know can live in areas where the school systems are excellent, almost all, want to live in the county that has most of the blacks and everything is run by blacks. Needless, to say, that county is a corrupt cesspool with horrible schools and crime. They don't care about their kids when they send them to such horrid schools.

Baltimore is a perfect example of how the blacks should be left alone with their own tribe. Aching to blame white police officers, the consequence is such that the police have stood down and aren't bothering to protect their community as before. Crime is still up and a few of us were talking about it last week including blacks. So my response was, "That's what happens when officers don't want to get prosecuted for doing their job. I'm afraid it will get worse before the community realizes it needs the police." Well, you could hear a pin drop. All blame whitey for everything.

The burden is on you okie to tell me why it's worth it and what will change their minds. To write, "Why not try?" is lame. It's not even an argument. There is no reasoning, no intellectual analysis. You quote no study, no polls, nothing to indicate blacks may be on the cusp of changing. Blacks have known for decades their lot has not improved. They run to the polls to vote against republicans since they are so easily spooked by campaign rhetoric by black and white democrats.

Blacks started to switch from voting republican to democrat during the depression in the 1930s. It took 30 YEARS to make that transition complete - basically a generation that had voted for republicans had to die off to make that transition complete. Nixon in 1960 got 33% of the black vote and Goldwater got a handful in 1964 and that is how it is going to be.

It is not enough to say there is increasing openness in the black community - big deal. I have heard that in every election since the 80s. Openness is meaningless. The blacks I know have nothing but contempt for black republicans - they're called the usual names.

It's good to be hopeful, but not good to be so very naïve.

I totally understand your position. I, too, have experience working with blacks -- rural Alabama farm workers -- an can appreciate everything you say about their mentality. In spades.

However, we're not talking about converting a majority. The target reduces to about one in seven or eight.

In that regard, I recognize the difficulty of doing even this. For example, out of the hundred-or-so workers we cycled through, I could identify two -- maybe three -- who might have been responsive to a Republican. One was elderly, but very wise. Two were young...and open to new ideas (as a group, the younger blacks were the most worthless in the spectrum).

Heretofore, the Republican Party has approached this audience with programs, such as you identify -- No Child Left Behind, Kemp's Enterprise Zones, the Welfare Reform Act.

Problem is, these programs were promulgated...but nobody took the time and effort to sell the benefit of these programs to the black community. As a rule, the Republican Party has been averse to making personal face-to-face contact with the black community. Instead, they'e settled for contact with "black leadership" -- which is unfailingly liberal and hostile to Republican ideas of any sort -- or a forlorn hope that blacks will recognize the good in Republican progras and give credit where credit is due.

The exception to this rule was, of course, Ronald Reagan . Reagan actively -- and personally -- pursued the black vote. And he was successful -- as I recall, Ford got 7% of the black vote in 1976, Reagan achieved 10% in 1980 (with the insurgent Anderson receiving another 2%) and 14% in 1984.

That is precisely the kind of movement I'm contending is within the party's reach.

So, the question becomes "How did Reagan do it?". By direct approach, on a personal basis. And by staying true to his conservative principles -- avoiding any pandering.

We don't have many Republican candidates who bother to attempt the first requirement. And even less who can accomplish the second. There is one, however, who can achieve what Reagan achieved: Ted Cruz.

The nomination and election of a dedicated conservative like Cruz would, I believe, open the door to a meaningful effort to effectively recruit black voters.

Again, remember that the target is 20%...not a majority.

No, the GOP got tired of being beaten over the head by your congregation as part of the slavishly devoted democrat constituency. You now ask for them to reach out, but still blame THEM for recognizing an untenable situation you caused.

Somehow I doubt the authenticity of the invitation - They may be able to speak, but no one will be listening.

I don't necessarily disagree with what you say but one good reason to try is that you will ALSO get the message to white Reagan Democrats/blue collars workers that are stuck in these neighborhoods. They are also fed up with the left wing elite ruling class, public housing, high crime, government intrusion, etc., etc. A conservative democrat might listen to a Ted Cruz.
There are some very well spoken black conservatives. A good campaign strategy might be able to take advantage of those resources.
