First, consider that since trade agreements are about tariffs, they must originate in the House of Representative, much like Obamacare was supposed to do, but failed to do.

As was discussed ad nauseum when Obamacare was passed, Dingy Harry Reid took a House-passed spending bill and amended the entire thing with the exception of the bill number with the Obamacare bill title and language. Letter of the law legal but not the spirit.
