Governors make foreign trade deals all the time. Most of the people don’t even know their governors are doing it, let alone what is in the deals.
People are cattle and are happy until something spooks the herd into a blind stampede.
The difference is there are no restrictions on what can be put in federal legislation.
A bill talking about mandating the size of hotdog buns could have a provision buried in it sending us all to concentration camps. Or making all illegals legal.
