Since lemonade needs to be refrigerated to prevent bacteria growth, police said they needed an inspection from the health department and a permit to sell it.

Actually, the acid in the lemons and the sugar will inhibit bacterial growth. Both have been used as preservatives for eons. (think pickles and jams) Even if that weren't the case, you have a 4 hour window before anything starts growing anyway. So, rather than someone who actually knows about health issues, we have a grump who needed to kick a couple of little girls around.
