It’s called “Up Soeak” and psychologists have long noted a medium strong connection between Up Speak and an innate sense of weakness or subservience. It mimics the tone of an asked question suggesting that the speaker wants to indicate that he isn’t sure of what he’s saying.

More like passive aggressive speech. It’s a whiny way of speaking that indirectly makes its point and tries to limit the listener’s response.

Another annoying trend is ending sentences with a question mark when a question.has not been grammatically asked? It is annoying? It is the written version of up speak?

Or sure of the world around them. Maybe they should just keep quiet, watch, listen and learn.
