Repeal the 17th is right, Razor Web is malware. Its not something Dell would install, so even though you have a new laptop, you are already infected. If I were you, I'd start over, and reinstall windows. Because who knows what else you have been infected with. Then, after a complete clean reinstall, I'd install Firefox or Chrome, disable Java, and never run IE again.
Be careful reinstalling the apps you've installed so far, one of those may have had the malware payload attached.
