I don’t remember who the congressman was that I saw but he said that TPP would have passed with or without Ted Cruz voting anyway but it needed to pass for the house to get a shot at fixing it.
It sounds like Obama may end up vetoing it if he doesn’t like the amendments anyway which is also a common strategy.
