And which now is just a tropical storm and soon to be a tropical depression, even though it is still over open water and moving ESE.

GOOD!!! That means el nino is strong and will bring corresponding rain to the southwest. A bit of good news today! The forecast for Andre is for it to make a u-turn and head south-east again, so it'll miss SoCal completely. I haven't seen a track prediction yet for Blanca. But yes, perhaps el Nino will bring some of that much needed water up there.

Its not the elevation, it is the reality it is mostly desert.
Not alot of effort goes into drainage because of that.

NHC has been in charge of the eastern Pacific (east of 140W) for decades. It's nothing new. they (NHC) have responsibility for the east pac and the Atlantic basin. Hawaii has responsibility for stuff 140W to the date line (and their forecasts are terrible...NHC should do all of it).

According to Wiki, few Pacific hurricanes ever cross the IDL. Don’t know what happens to their names if this should happen.
