"Hispanic outreach" inevitably means supporting amnesty for illegals and making it easier for still more to pour in from Mexico and Central America. This alienates Americans who believe in immigration law enforcement and restrictions on who and how many come in,and such voters just stay home during elections when one pro-amnesty candidate runs against another. So the GOP trades millions of votes among immigration restrictionists for a handful of Hispanic votes, most of which never materialize anyway because many Hispanic voters also support Democrats on account various social programs.
