When you look at Haiti and Africa ....that explains everything. ...though a few rise above the water line, the majority remain as they are.
No nations have had so much money, programs, and attempts to help the people help themselves for decades upon decades... yet they remain tribal minded by killing and violence on a constant.

I don’t believe those programs help urban Blacks help themselves. Frederick Douglass, paraphrased: If the Negro cannot stand on his own two feet, then let him fall.
The pathological urban underclass may need to be allowed to fall to rock bottom, just like some alcoholics and drug addicts, before they seek real help. If they seek that help, they will then turn their lives around.
The black underclass are the “tool” used to get the programs for the next class up to further themselves.....once they do they move to white neighborhoods and jobs. Which is why so few are successful....most are the lower class blacks.
