Am not sure how this effects the USA or what they believe their Jurisdiction is

I assume the DOJ feels crimes were committed in the USA?

It certainly does seem strange. It would be like the European Union going after the NFL.

Wire and bank fraud occurring in the U.S., according to the report.

It's also a bit unfair to lay any credit/blame on Lynch for this one - it's a multi-year investigation. I suspect the timing of the arrests and announcements might have something to do with the upcoming FIFA elections, as the U.S. government and soccer officials are both of the (correct) opinion that Sepp Blatter and his cronies need to go.

1 word. MONEY. The US justice system lets a lot of things slide if you are big enough. But when they find out you have been using our financial system and not giving it a cut of the action (taxes, laundering) the hammer will come down.
