I drove a cab on Staten Island I think two nights after the hurricane and the devastation was incredible. FEMA was slow to act. and it was pretty bad. What state are you from that has never asked for a dime?

I don’t think most people understand that FEMA doesn’t ever “do” anything because they aren’t supposed to...

FEMA is a facilitator of other agencies and government and non-government organizations.

They assist local and state governments, they organize and help collaboration and communication, but as for the hands on work ... the reason no one ever sees them “on the street” is because that’s never ever their proper role.
