If the inner city dwellers want to make their neighborhood a warzone, they should expect their police to come dressed appropriately.
Exactly. If your neighborhoods only issue is a few minor noise complaints or the occasional breakin the police will respond in a normal uniform, however if you neighborhood is know for shootings, riots, etc. expect a different response.
