There are people exempt from seat belt laws, delivery people making frequent stops, and cops to name a couple...
Perhaps exempt from enforcement, but not the law. Also, I can not imagine a delivery type company, or a police department not requiring seat belts be worn... merely as a matter of protection from liability for when the deceased former employee's family sues.
