I've heard that, but don't know for sure, either. There was the recent case of a Christian nun from Iraq who was denied a visa. She was to come and testify about what had happened to Christians and other Iraqi minorities at the hands of ISIS.
That caused a stink and she was later given a visa, after at first being denied.
But I don't think there is any doubt that Muslims are being given preference. There are as many or more displaced and endangered Christians in the ME as Muslims and Obama's incompetence is he reason for much of it. Don't know if any significant numbers of ME Christians are being allowed into the US. They should first on the list.
One quibble.
Obama is not incompetent. He always wanted the crucifixions, the beheadings, the burnings alive. Note that he never has any negative comment about the slaughter or torture of Christians.
If there are any Jews, Christians, or white people left alive on earth on January 20, 2017, Obama will view his time in office as only a partial success, with much remaining to be done.
