How is this possible? How can any president (democrat or republican) just make up a law on his own?

I find this quite disturbing. And I guess I'm out of the loop on this. Do these regulations need congressional approval? Does Congress vote on any of them?

Or is impeachment the only option if Congress doesn't like a “regulation”?

In order for their to be impeachment- you would need to find many republicans with a backbone, who take their oath to WE the people seriously-

in other words, an impeachment is NOT possible
