MADISON, Wis. (AP) — Gov. Scott Walker's proposal prohibiting the state superintendent from forcing local school districts to adopt Common Core academic standards has been approved by the Legislature's budget committee.

[snip]

State Superintendent Tony Evers adopted the Common Core standards in 2010, but Walker's proposal would prohibit him from advocating for or promoting the standards to school districts.

Wisconsin's State Superintendent Tony Evers is an elected official who has finally had his power to dictate curtailed by Gov. Scott Walker and the state legislature.

Some history on this long battle:

June 2, 2010: Wisconsin adopts Common Core State Standards

“MADISON — State Superintendent Tony Evers formally adopted the newly released Common Core State Standards for English language arts and mathematics today for Wisconsin.

“Wisconsin is ready to make the Common Core State Standards its academic standards for curriculum, instruction, and assessment,” Evers said. “These standards are aligned with college and career expectations, will ensure academic consistency throughout the state and across other states that adopt them, and have been benchmarked against international standards from high - performing countries.”

Evers exercised his authority under Article X of the Wisconsin Constitution to adopt the standards. Adoption by the state superintendent is referenced in the state’s Race to the Top application which was sent to the U.S. Department of Education on Tuesday....”

January 3, 2011 - Walker assumes Office of Governor of Wisconsin.

Oct. 3, 2012: Judge strikes down law giving Walker new powers in setting DPI rules”Madison - A portion of a law giving Gov. Scott Walker veto powers over rules written by the state schools superintendent was struck down Tuesday by a Dane County judge, the latest in a series of legal skirmishes between the GOP governor and public employee unions.

In the case, parents of students and members of the Wisconsin Education Association Council and Madison Teachers Inc. challenged the law approved last year giving Walker the power to veto administrative rules written by any state agency.

In the decision issued Tuesday, Circuit Judge Amy Smith ruled that the law violated the state constitution by giving Walker that power over the state Department of Public Instruction, which is headed by state schools Superintendent Tony Evers.”.....

July 17, 2014: Gov. Scott Walker calls for Legislature to repeal Common Core standards ”Madison — Republican Gov. Scott Walker said Thursday he wants Wisconsin to repeal the Common Core education standards it has adopted along with most other states, making his strongest statement on the issue yet. “Today, I call on the members of the state Legislature to pass a bill in early January to repeal Common Core and replace it with standards set by people in Wisconsin,” Walker said in a written statement.”...

February 3, 2015: Walker proposal would virtually upend education status quo ”Gov. Scott Walker’s budget proposes no significant increase for public school funding, but would allow more opportunities for students to use public money to attend private, religious schools or charter schools outside traditional districts...”

February 19, 2015: Court rules against measure letting Scott Walker halt school administrative rules “Madison — A unanimous state appeals court on Thursday deemed unconstitutional a portion of a 2011 law that gave Gov. Scott Walker the ability to halt administrative rules by state schools Superintendent Tony Evers, who is independently elected.

The ruling by the Madison-based District 4 Court of Appeals upholds a 2012 decision by Dane County Circuit Judge Amy Smith.....

..... Sherman was joined by Judges Brian Blanchard and Paul Lundsten. Their ruling, which took more than two years to render, upholds the 2012 decision by Smith that blocked the law from applying to the Department of Public Instruction. The new process for writing administrative rules remains in effect for other state agencies.

In appealing the decision, Walker had argued those who sued didn’t have legal standing. But the appeals court found they had grounds to bring their case as taxpayers.

Walker also argued the change in how rules are written did not strip away any of Evers’ powers when it came to public instruction. The appeals court disagreed because the 2011 law would have granted the governor veto power over administrative rules related to schools.”....

February 2, 2015: Gov. Walker Proposes Bold Education Budget

Scott Walker’s 2015-17 Budget Proposal: What You Need to Know “....Also on the education front, Walker included language in his budget proposal that would ensure no school district in Wisconsin has to adopt the federal Common Core standards..”

Jan 23, 2015: Wisconsin Public Radio: Wisconsin’s Superintendent Responds To Walker’s Teacher Licensing Proposal “Governor Walker wants to change teacher licensing requirements in Wisconsin to, according to the Governor, create “alternative pathways to allow a candidate with real life experience to pass a competency test to gain a teacher license.”

This announcement came yesterday as part of the Governor’s workforce readiness plan and will be included in the two year budget proposal expected in early February.

The measure has already been criticized by the Department of Public Instruction and comes after State Superintendent Tony Evers warned on Wednesday of this week that what he calls “divisive mandates” on public education were on their way.”

Governor Walker was very tough with the government employee unions and we all applaud him for that. I gave Walker money to defend himself from recall.

But I don’t see this toughness on Common Core. I see an emotional political debate with Walker haters claiming he’s “banning Common Core” when he’s not.

All Walker is doing is saying that the State Superintendent can’t force it on local school districts. Local school districts can still implement Common Core and unfortunately many will under Walker’s law meaning the notion of a “ban” is pure media-political hype by his opponents.

Governor Walker needs to understand that we need substance on issues like 100 percent elimination of Obamacare, Common Core etc. without either be snuck back in under a new name.

I see that with Ted Cruz. I don’t see that with Governor Walker.

It’s all supposition, isn’t it?

Except, that being a governor, Walker has actually won legislative battles.

So, I guess he has a record of accomplishment.

It's huge. DC is so out of touch with people's real lives. Common Core is a huge issue, and it's part of a larger problem. That is power, decision making and financing are being taken away from communities and concentrating upwards, to states and DC. People want to make decisions on the local level, and keep money in their communities.

I’ve heard the “gets things done” argument before.

It comes up in political contests between the Republican Establishment candidate versus the Conservative Outsider candidate with the GOPe candidate touted as the one who “gets things done”.

So, you prefer top-down control over local education?

I've noticed something about the anti-Walker crowd - he's damned if he do, and he's damned if he don't.

But then, as they say, politics ain't beanbag.

I get it.

So, who's your candidate?

Local control of education is an interesting question for us here in PA.

Local school board control of property taxation which both Democrat Governor Wolf from York County and Republican House Rep. Stan Saylor also from here in York County push in their ‘reform’ proposals (which will end up being compromised into law later this year) is not a good idea.

Bill 1776 called for state collection of sales and income taxation to be allocated to local school schools instead since the local boards were acting irresponsibly in constantly raising our property taxes but that idea went nowhere when we had Republicans running our legislature and a Republican governor. 1776 would have stripped the local school boards of their property taxing power.

I can handle the state stepping in to get rid of
the destructive Common Core curriculum which Governor Walker isn’t doing with his highly touted legislation to “ban Common Core” in Wisconsin.

The candidate who best “gets it” at this point is Ted Cruz.

He’s upfront on gay marriage being a threat to religious liberty. I’m a libertarian when it come to who’s getting married but those wanting same sex marriage hate religion and religious people and intend to persecute them with the legal change.

Walker is nowhere near acknowledging the Constitutional abridgment threat and the Jim Crowing of conservative religious people already underway with acts like Brendan Eich being forced out as CEO of Mozilla for supporting Prop 8 in California.

FRANKLY ITS LIKE JEWS BEING FORCED OUT OF BUSINESS IN 1933 GERMANY.

I hope things don’t get worse than that but the fact that small businesses are under attack and individuals have lost their jobs over their views on gay marriage is disheartening at the very least to me.

Here are some other things Walker needs to get up to speed on.

100 percent elimination of Obamacare (no replacement, no mandate for force people to buy health insurance ever)

100 percent reversal of Obama’s Amnesty with no substitutions including liberal use of H1B visas

100 percent reversal of Common Core period with no substation-name changing tricks, it should not be an option it should be eliminated

There you with the old GOPe “what have they done” argument.

Cruz is for total reversal of Common Core, its total elimination.

Walker isn’t doing that with this bill, even though his haters want to portray it that way for political purposes.
