The California legislature during Pat Brown’s term passed laws making it illegal to put homeless, transients and the mentally ill into psychiatric hospitals against their will. This came as social fallout from the movie One Flew Over the Cuckoo’s Nest. When Reagan came into office as gov of California in 1967, he had a pile of legislation to sign from the previous term. One of those laws was as explained above. The homeless problem subsequently exploded, and liberals latched onto the meme that Ronald Reagan caused it. I still hear this lie spewed by libs almost fifty years after the fact.
