So, if I may paraphrase:
It’s flooding in Texas and the telephone lines are down so he can’t reach his girlfriend. It’s driving him nuts so he’s leaving her and moving somewhere where the sun shines more (than Texas).
This is why I can’t write songs. I don’t like repeating myself. :-)
